There has to be more to Phil Heatley's resignation than the PM's statement. This isn't a smoking gun - less than a hundred dollars in each instance under "food & bev" doesn't sound particularly lethal: it is barely a couple of loose rounds in an old box under the house. Unless this sort of thing turns out to have been the tip of a systematic and prolonged disguising of the purchase of alcohol, where's the real smoking gun?

down here in the South we are getting scared about the centre of of power, absolute power from the smiling one,
our local democratic bodies are to be taken over by John Key PM NZ Nat.

Ideed....hardly a hanging offence EXCEPT that along with Brownlee, English and others, it's amazing how quick they are to point out the shortcomings of others, and stick the boot in at every opportunity (such as bebenficiaries and criminals facing up to their responsibilities, the duty they have to the rest of us as taxpayers, blah, blah blah) whilst fipping their own snouts in the trough is supposedly acceptable.
When we hear that politicians (like Brownlee or English) have pulled rorts, inadevertently or intentionally, I reckon they give up their right to bash solo mums, or anyone else in receipt of the taxpayer's generosity.
J'Accuse!
Citizen's welfare = somehow bad, but corporate welfare and politicians' welfare is judged by different rules and somehow = OK right?
